There are certain concepts, such as reasonable suspicion and probable cause, which serve to constitutionally safeguard civil rights and avoid unreasonable police intrusion.
For example, an officer may approach an individual and engage in conversation, but the person is not required to respond or even entertain the officer. In fact, the person is at liberty to leave.
